Hi, I am Andreea and I am a network engineer for 6 years. I can recommend you two tools for want you need. LibreNms and prtg, in both tools you can see what you want and they are using snmp. I can configure to be alerted you via mail/teams/ service now or a tool which is using api. In this way the tool can work by himself and you will not need a person to do the monitoring part.
