ODB-II Bluetooth dongle for IOS and Android use with existing software

We would like to develop a custom ELM327 based bluetooth dongle, for use with interfacing with motor vehicles via IOS and Android devices. It will require an MFI chip to authenticate bluetooth with IOS. It will also need to integrate a simple accelerometer circuit with a few registers, for collision detection, configuration, etc... It may be acceptable to use a pre-fabricated design / board, so long as it meets the required specifications, and can be tweaked sufficiently. The MFI chip must be programmable to present a message and request the installation of an app (as many other bluetooth devices do), on iPhone as well as Android, if this is possible. Ideally we would like to simply customise an existing design with an existing manufacturer, and tweak to our specs, for mass production to keep costs down. Only basic artwork would be presented on the device, and no led's or other visual consideration is needed. Low-cost is key. The device must support all the standard ELM protocols, including (but not limited to) :- ISO15765-4 (CAN) ISO14230-4 (KWP2000) J1850 VPW J1850 PWM ISO 9141 ISO 9141-2 ISO 11898(aka. CAN) ISO 14230(aka. KWP2000) ISO 15765(aka.
