Create Photoshop Action/Script to add border and curved shadow to images

I need a photoshop action/script that will take images as input, ask the user for an output size in inches and a border size in inches. The script should then calculate what the image size needs to be (without resampling) so that the smallest border is as specified by the user input. The canvas should be per the user's input for output size. An additional layer needs to be added with a curved drop shadow similar to the attached file. One final layer should be added with dimensions of the image without the borders similar to the second attached file.
