514195 Interspire SMTP/ MTA and Content Rotation Add-On

I am looking for an experienced Interspire developer who can build or has an addon that will allow me to do the following. 1) Rotate mailings between different SMTP accounts and throttle the speed/limit on each account. 2) Spin content. Such as {Hey|Hi|Hello}. I would like this to work in the subject as well as the body and if possible, in the from name or from email address. I want to have the ability to transfer the addon if I move hosts. Thank you.
