Website Development - SMS Broadcasting

We have a requirement to develop a database-driven site which will facilitate the sending of SMS messages from a PC or MAC. * Platform to be Microsoft Windows Server 2003 * Database Microsoft SQL 2000 * Web development in ASP.Net * Two-way communication with SMS Service Provider to be effected via the SPs API using a VB.Net service (under separate tender) * Website will be aimed at end-users, primarily small businesses, (creative design of site under separate tender) * Users will be able to upload datafiles and manipulate their data (under separate tender) * Messages will be sent out either individually at preset times/dates or in bulk to an uploaded datafile * Users will pay for SMS credits in advance using an online credit card payment process * Users will be able to view reports of usage within data ranges, delivery success etc. Administrators will be able to view reports on usage across all users * Due to the complexity of the development and the required integration between VB.Net, ASP.Net and SQL Server, this development project is likely to suit a team of two or more developers working together rather than one single developer and such teams are likely to be viewed preferentially. * Developers must show detailed expertise across the board with portfolio of previous work This project is not for novices. Please do not tender if you do not have significant experience in developing high-traffic website with critical tolerance. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
