Forms software for our business

We are in the need of custom forms software to help run out business. I would like to have someone build a software package that does the following: Runs off of a Sql Server Database Has Ability to add users and security levels Ability to add forms with security levels Store Forms information in database If form needs to be approved, then it must notify manager Print Form Search Forms Basically here is how it works: A user logs in, they select the form they want to use - Example Purchase Order Form. The form must have the abililty to auto assign a number to it. The user enters the information on the form like Vendor (perhaps from a drop down box), item being purchased, amount of item. They then Send it for approval. The form will then be saved in the database until the Manager Signs on and he will see a list of forms that need approval. The manager opens the form and approveds it with his password. The form then gets Printed or Sent to the Purchaser to complete the process. Finally when the product is received or bill is received, the Accounts Payable person will put the check number on it and close the form (store it for viewing purposes only). We have about 10 forms now. I see the program having a Form Setup Wizard. Each form could have up to say 25 fields. So perhaps the forms could be created on the fly with a database table which is forms definitions. Some basic information on the forms will always be the same like FormID, UserSubmitted, ManagerApproved, etc.. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform VB, SQL
