Registration page Chrome/Safari Compatibility PHPBB

Hi! I have a website with two PHPBB forums installed under subdomains: [login to view URL] subdomains are /mensforum and /womensforum 1) The registration page comes out fine in IE/Firefox, but in Chrome/Safari, the pages looks horrible and the fields are messed up. 2) Also, there is a field for phone number on the registration page. I want a message to show up (not a giant error box, but a little box directly above the message) when a user enters in (for the first digit) any number other than 0 or 1.
