Fix shipping calculation for Magento (repost) - repost

Previous freelancer added shipping calculation by State for Zoned Shipping which was calculating just by Country but now the shipping calculation is messed up. It changes the shipping costs when you select a different US State but when you change the Country the shipping remains the same as for USA. I don't think it's a problem with some dropdown box on Checkout page not being updated cause when Australian customers use PayPal express from cart and bypass checkout they are still charged US shipping. Check Zoned Shipping screens.
