Mobile-only website design (familiarity with Python preferred)

I would like to invite competitive bids for construction of a mobile website.\r\n\r\nSummary: The purpose of this site is to make data from a third party source available and accessible on smartphones and tablets. This source data is public information, with no copyright and no use restrictions (verified).\r\n\r\nDetails: The mobile site should have a basic structure, with the layout envisioned as below. Back-end programming is already complete (with the exception of Page 5) and there currently exists a functioning website that performs the below functions as described; the key is modifying this existing site layout and rendering it for mobile-friendly display. Current / desired structure:\r\n\r\n+Index page plus 7 sub-pages:\r\n\r\n- Page 1 & 2: Have a search box that returns summaries of information (summaries grouped by item) to the user (\"search results page\"). Each summary will be comprised of several items of data, along with hyperlinks that provide the full text of the given set of information. Ex: Summary 1 contains title, date, relevance, brief description, links to similar titles, + hyperlinks).\r\n\r\nThe full text presented to the user should seamlessly integrate into the search results page. This is envisioned to be achieved by loading the full text into an expandable section or a frame. However, I remain interested in your recommendations.\r\n\r\n- Page 3 is similar to pages 1 & 2, except that results should load to replace the entire current page, and so contain a \"back\" button.\r\n\r\n- Page 4: No search options. This page will provide a drop-down menu that will load content from offsite. This should be displayed in the same window sa the drop-down menu.\r\n\r\n- Page 5 (not yet created): The desired page will feature data from 3 XML files with I imagine about 10-15 different tag types. Note there is an existing website shows the text currently as it should be formatted (in HTML; shows headings, bolds, italics, etc.). This should be rendered for the mobile site. This information should further be annotated with another site\'s API. This API is very easy to use and should be relatively easy to integrate; I\'ve produced desired results and can provide the appropriate URL.\r\n\r\n- Page 6 (not yet created): an \"About\" page.\r\n\r\n- Page 7 (not yet created): page containing disclaimer, warranty, and limited liability language, etc.\r\n\r\nIn all pages except Pages 5, 6 and 7, the third party data is scraped using Python (BeautifulSoup). As mentioned, the back-end programming to scrape this third party data has already been created, as have basic (non-mobile) web pages. Page 5, as mentioned above, relies on display of XML data in conjunction with an API.\r\n\r\nBecause integration of the Python code into the mobile site is a central element of this project, proficiency in, or at least substantial comfort with, Python is highly desirable. Note that the Python programmer remains available for modifications of the code if need be.\r\n\r\nAdditional specifications: Page designs should allow space for mobile advertising. Users should be able to \"favorite\" any individual search result (not the results query, but one set of data returned), email the URL of the full text of any given search result, and email a list of all the \"favorited\" search results. I would like to feature translation options using Google\'s translation API. This website will be hosted on its own server. Since I anticipate everything from tablets to smartphones will access this site, it should be responsive.\r\n\r\nGoing forward: We can discuss further project details upon inquiry.
