Ringtone Maker Client Software

I'm looking for a developer to help me build a Ringtone Maker client with a y0utube downloader feature. The client will download youtube videos, import mp3's, mp4's and FLV files and grab audio tracks from CD's, the audio will be imported into a WAV Form/Editor so it can be cut into shorter clips as ringtones. The ringtone output formates will be m4r (aac/m4a), mp3 and wav The user will be able to cut a section of the audio out using a Waveform. An example waveform would be something like [login to view URL] does but will be a Client not a website. Or [login to view URL] example of a client. I have a working version written in Delphi, but I want to build a newer version using .net with added features. In addition to the client I'll need the client to check my server for updates, if an update exists the client will ask to download the newer version. My budget for this is $750 or less, if you think it should be more please PM me why.. but I'm looking for a developer with previous experience or might already having working code we can modify!
