Merchant Address data base

We are looking for some one to develop a data base project for us so that our merchants that buy products from us will share stolen credit card information with other merchants that buy from us. ? Each Merchant will have their own log in ID number with password. ? The Merchants will be able to log into the data base, and submit information on orders they have received from customers using stolen credit cards. ? ? The merchants will also be able to view all of our data base of reports that have been submitted and the report will have all of the above fields plus a field of “Submitting Merchant ID#??? NOTE, This is a Merchant ID number, not their log in name. That way we can track who is submitting and who is not and the other merchants will not have any idea who it is submitting. ? We also need a master log in to the account so we can correct and remove information as needed. ? We want the merchant to be able to request a CSV file download and Tab Delmited download of the data base. ? We are just looking for the data base.? The bidder will have to come up with a generic looking website for the merchants to enter the data. ? In other words, make it in simple html for right now, and we will work on building the actually website with graphics.?
