Software to monitor running construction projects (initial idea)

I need someone to write and develop a software to monitor, update, alert, analyse, and estimate all data related to running construction projects (initial idea) Since it's only an initial idea so i have a very low budget since i don't know if it will work or not, later can be developed with better budget and the advantage will be given to the same person who developed the initial idea. (should not require installing any new software. i have MS office already installed including access 2010) Can be designed based on the following categories/steps: 1- data entry: client's name, project number, location, total area, number of floors, phone number, contract value, budget, and contract date 2- Weekly update (data entry + automatic estimation and update): calculating the expected current stage based on fixed durations (for example: after one week from signing the contract, the elevation details should be ready) then alerting the user of this stage, then the user can manually update the project current status (manually), the software then can automaticly calculate the current delay (if any). I need option to email a warning/alert using outlook (pre-written template). the updates should also include adding any variatios on the contract (manually added but automaticly calculate the new contract total value) 3- Reporting system: pre-written reports templates including: location analysis (number of projects in each area), delay analysis report (in each phase, and total) 4- Resources form: assigning a group to each project, showing waiting projects (based on the calculated expected dates), and showing when the next group will be available to take the project. The project phases are fixed with fixed liner relation and fixed durations: signing the contract --> finalizing the drawings --> sending for building permits --> finalizing full detailed package --> sending to site --> foundations --> structure --> finishes --> handing over/final payment --> closing the project. (will provide you with the fixed duration, but i need an option to edit this fixed durations at anytime by the user) attached sample of the used data for better idea. and please ask me all your questions before bidding!
