Code Website For Lawyer (PSD Supplied, Proper DIV-Wrapper Technique Required, NO WORD-PRESS, Use FONTS correctly)

I have attached a preview of the main site and one of the template pages. You are to code out the website using proper tag wrapper technique and CSS. There is a contact form that will need to work on the site as well. Must work correctly on: IE8+ Firefox (Mac & Windows) Safari Google Chrome Most fonts used in the design are web friendly and on Google Fonts. You should include them on the page using CSS. You can link to them from Google. In total there will be 3 pages you will supply 1.) Home Page (With Working Contact Form, NO CAPTCHA required) 2.) State Law Page 3.) Template Page (Which is the state law page just without the map, look at attached image) State Law page will require mapping for each of the states to ensure they will go the correct link later. For now to prove the links work just use anchor tags #california, #arizona etc, so I can tell it works. If you can find out how to make the states change color when you mouse over you get a nice bonus. Contact Form will need to have form protection so that users do not enter impossible fields like a phone number where an email address should be. In the contact form design there is an ERROR. We added the field 'First Name' twice, I just never got around to fixing that, so when you code it please keep in mind that is not there. This will also prove to me you follow directions and save us revision time. Finally the blue and black bars should expand across the page regardless of browser size (monitor size etc). If you are familiar with this ([login to view URL]), and can pull it off I will pay you more and you are instantly hired versus the other bidders, this way the design will look good even as it shrinks. Need this done ASAP. If you want to be hired and have low ratings please bid lower and take initiative by showing me you can complete some of the design at your own website. Just let me know you need time to put together a sample. I'm not hiring anyone for this job until tomorrow, but if I see a more or less complete site job already you are pretty much hired, especially if you have any ratings. Chance for more jobs is likely if you do a good job. Job needs to be completed by next wednesday, NO EXCEPTIONS. Bonus for early job.
