PHP and CSS PROGRAMMER REQUIRED

Hi there, I need to change a few things on my website, mainly css... I have some options which are static on the site, I want when someone clicks on the heading of the tabs it brings down the list something that you may see on many other website... A few colour changes and I will need your opinion on something too in regards to the design, If I select you you need to start right away and finish within 2 hours..
