Simple checklist that generates bargraph

I need to build a very simple checklist to keep track of books the user has read, and show a bar graph of their progress. There will be about 200 books in the database and if the user has checked off 100, the bar graph would be half full. I would like this to be all self contained and able to run locally (no servers) and written in web standards HTML, JS, maybe some PHP (I'm not sure what needs to be done). I will need to be able to update the database of books easily myself, as well as use CSS to design the whole thing when it's done.
