Create Basic SaaS Control Panel for non SaaS PHP Script (details in job info)

Hi, I don't have a huge budget for this as this project was something we developed previously but the dev let us down and we no longer have access to full script. Here is what we have: - PHP/MySQL web app script that we plan to sell Here is what we need: - A control panel to manage the sales of this web app Here is how it needs to happen (work we need you to do) - Create a control panel that gives the following ability / functions - Uses Stripe / Paypal to allow customers to purchase monthly access to this software - Creates a new "instance" of our app within a subfolder of our hosting using the customers username when signing up - Creates a new database for the customers "instance" by copying our MASTER database - Edits the config file on the customers "instance" and adds the unique database name / username and password - Control panel to allow suspension of none payment accounts - Control panel to allow termination of customer accounts So basically, we have cPanel server which will host the MASTER version of our webapp and database which customers sign ups with generate a cloned copy, with their unique database configured in the config files, the control panel you build will allow us to control their account based on payments etc. Since this is something we already had built, I have the script (just not the DB from the dev), I have lots of screenshots on how this should work. Budget is $400 / £300 as a max You will need to know how to use cPanel / Shell / Perl / Zend whatever you plan to use to generate subdomains and copy files and edit files. This project will once live, carry on being developed so need a dev who knows its a small budget but willing to work with us long term to add features and refine this as we go.
