Design and Code a Gaming Platform for Counter-Strike: Global Offensive (PUG / Match Making Platform)

I am looking for a good someone who can design & code a gaming platform for a game called Counter-Strike: Global Offensive. The website will be a platform where users can sign in through Steam and once they sign in, they will be redirected to a Lobby where users/players can join a 5v5 lobby. How does it work? A user signs in through Steam and there will be 5 game lobbies listed. Each lobby will have 10 slots available (5v5). Each user can join a lobby. Once the lobby is full (10 players must join a lobby to fill up). They must accept the match. Once all the players have accepted, a server IP and Password will appear, or they can click on the PLAY NOW button and they can join the server. Each match lobby must allow users to vote for a map and server location. (Majority of votes win). Once all 10 players join the match lobby, they will have 25 seconds to accept their match. If all 10 users/players join a lobby and 1 player doesn't accept his match, then he will be removed from the lobby, therefore there will be 9 players in the lobby and they will have to wait for 1 player to join. All match stats must be recorded and uploaded to the website. Live stats while the match is being played and match stats after once the map is finished must be displayed also. Each user will have a profile on the website where they can see how many CS:GO matches they have played, and also their k/d ratio and other stats. I need a coder that knows how to work with CS:GO server plugin coding and website coding properly. Please don't fool around and give quotes if you don't know what this project is about. And I need a coder that can speak English.... Thanks
