Get a Website Built

My client publishes coupons on their website. This is currently static HTML. They need to be able to upload a batch of PDF coupons to a drop-folder that will create corresponding links on two separate pages. Each coupon needs to be linked in both it's corresponding category page and corresponding region page, in alphabetical order. When a new batch of PDFs is uploaded, all of the expired PDFs for the same region should be removed. There are currently 5 region pages and 15 category pages. The coupons are currently named using the encoding: [advertiser_name]~[expiration date in year-month-day format]~[region in 2-digit format ]~[business type]~[publish or not in 2-digit format] example: "Good_Plumbing~170531~02~09~[login to view URL]" They have a very limited budget and are probably looking at a scripting solution rather than a database or CMS solution. The users have minimal technical experience. They can be expected to accurately name the files and FTP them to a designated location. They are using Mac computers and would be open to a client-side script solution if more affordable/easier for them. They are hosted through HostGator on a VPS Linux account. Thanks!
