Hi, I've actually done this professionally for the FAA, USGS, and NASA. This type of job will cost somewhat more than $200.00 total. Sorry to tell you that. You're asking for a front-end to a webcrawler. You'll need a crawler engine, and some form of front-end stack at least. I don't think you're targeting the right budget here. Just letting you know.
