csv file converter for importing purposes

we need a command file tool which will do the following: 1. we will have file1, file2 and fieldssetup. All in xls format. Also [login to view URL] and [login to view URL] 2. fieldssetup file will have 2 rows. 1st will be the fields of the target file and second will be the fields of the source file. Each field of the source file will be below the field of the target which we need to match. 3. Our target is to import in file2 all data in file1 using the settings (which field goes where) specified in fieldssetup. 4. file2 then must be converted into file2.csv. The csv file must contain no header and also if data contains double quotes to escape with" 5. the whole procedure must be with a command line executable file for windows. No GUI needed. 6. The command must execute in the follwing way: commandname file1 file2 fieldssetup [login to view URL] -h -v -j: [login to view URL] file1, file2, fieldssetup, [login to view URL]: filenames as specified before. Must be able to put full path here. f.e. c:\data\file1 etc. -h when exists to include header with field names in first row in [login to view URL] -v when exists not to output to csv file [login to view URL] -j: [login to view URL] when exista, to add [login to view URL] data into [login to view URL] data, without deleting any data in file3.csv. [login to view URL] will have exactly same format with [login to view URL] (same fields). 7. We are flexible to change anything from the above points as far as the finalmrsult [login to view URL] is the same, with a command line procedure
