looking for a very simple listing website

We are looking for website with the following features: Looking for minimum cost as this is just beta version of the product. Open to any programming language as long as framework is used and is scalable. Step I user registers with their whatsapp number (can use mobile too; but we will emphasis on giving whatsapp number) Step II provide detail about the service they provide - can call it bio - name of service, photo, description, upto 23 hashtags - First 5 for free / rest pay Rs.100 per product / Rs.1000 per year for unlimited Step III random profiles come up on screen (can filter/search using hashtags) Step IV can request to communicate - on approval can see whatsapp number can take discussion on whatsapp
