need SMS templates setup for Twilio service

We have manager accounts that will have their own Twilio accounts. What I need is for us to allow managers to enable/disable standard SMS templates. Templates I need setup to send when a rule is matched with a client profile are as follows. 1. When a client has a birthday, we send them a Happy Birthday message. 2. When a client has not been to the gym in a few days, we send them a message letting them know we miss them and hope to see them soon. 3. When a clients payment is declined, we send them a message letting them know their payment was declined and they need to reach out to us for updated payment method. 4. When a new client account is created we send them their QR code and a welcome message. Each manager should be able to disable or enable a Template/Rule and edit the message to fit their needs.
