OpenVPN accounts service website

Hello , I have 2 things : 1 VPS server with OpenVPN installed and working 1 Shared hosting at Hostgator to upload the website I need to create a website with any 'Hosting' template (you can use Wordpress, or any other CMS , or create from zero, cheapest option).With Hosting template I mean something like this : [login to view URL] This website needs to : Show VPN plans, about service, and all default data Users can register accounts, and buy VPN plans. When user pay admin can activate its account, and VPS server creates the OpenVPN certificate to user to download Depending on the account plan paid, the OpenVPN clients created have limited bandwith and download limit Example : Plan 1 Bandwith max speed 1mbps Monthly Traffic limit 1GB Plan 2 Bandwith max speed 5mps Monthly Traffic limit 5GB User accounts must show actual plan speed, traffic used, and basic profile settings (change password, forgot password, log out, etc) and update plan Admin acccounts can create users, assign a plan to the user,activate user accounts, delete users, etc. System must consider the option to client to upgrade its plan Must consider accounts activation ,and the "Register - pay - confirm" client -admin flow. I consider using KHIPU api for automatic confirmation. Must consider creating OpenVPN accounts/certificates, and upload to the user to download its own ovpn file ready to use.
