Python file reading script

I need a python script that will read a text file and detect paragraph breaks. This article ([login to view URL]) has a reasonable approach to detecting paragraphs using python. Each paragraph will be passed to a REST interface and a floating point value will be returned. The output of the script should be a file named <inputfile>[login to view URL] that has each paragraph that was passed to the REST interface. The next line of the text file should be the floating point value returned from the REST call preceded by the label "Value : ". If an error message is returned that error message should be inserted into the file where the value normally would have been. Error messages should be raised if the input file could not be located or read and after each step. I will provide the REST call information to the individual who is awarded the project. All you will need is access to the public internet.
