Fix Microsoft Access report format problem

I have an Access report that contains images. I want to adjust the height of the image based on an image height field in the report so the image either displays or not and is height adjusted dependent on the input. I have had this working for many years but for some reason on rebuilding my database it no longer works. The file is attached so you can see the problem. I want the picture to show at the correct height in each task occurrence and the report section to shrink if there is no picture height
