I specialise in C++ which is a high-performance low-level language that most of Windows it self is built on. Your best bet is to understand Networking first; in particular Windows networking. By customising your TCP/IP(or sFTP ) settings at an O/S level, you can actually speed up download speeds/times many times over(up to 2x - 10x times speed increase!). Secondly, by using the correct download protocols and buffer sizes, you should be able to download this file in a few milli seconds; subject to network usage, bandwidth limitations and global internet traffic that flows thru your local area, obviously. Considering that you want the program running in a Windows 8 System, my proposal is made a program that in command line takes as parameters : - IP of remote system . User - Password - File with Path - File local This program will get a file of 1Kb in 10 ms if is a local ip and 1 Second if is a remote IP. I have made similar developments getting in 1 Second a file from Germany to Mexico. I will make the program in Perl, as requirement will be needed strawberry perl of 32 bits. I Consider this development will be made in 2 Days. May you have special features for this development?
