As there are not much details mentioned about the project, i am just adding a ballpark bid amount. I do have resources with me who i can let work on this easy task of yours. I do want to have detailed meeting though for gathering all the details. We will be working for about 28 hours a week and we can charge for $25-$30/ hour. Proper project management, development and QA will be done in this rate.

This is a challenging project and am interested in it. Have never built such a product so I am interested in it. All that I have done till date is set a video as wall paper. I develop primarily in Delphi, WinDev, PHP and many other tools and languages. I just have one question. You have mention name of Steam Wallpaper Engine. Why not use that instead of building a competing product? I am just curious.
