Create Software using 3D Libraries

We need to create a simple online design tool for container housing based on available technology to move the legos / 3d gaming. The theme is very similar to making a game of 3D models or houses in a game. Prototype Delivery: One Java app/ page where someone can drag and drop the containers. But this requires coding and we don't want to go deep into this. So how about using pre defined game models to select the container? What is the fastest way to do something like what is currently done. Since were are low in resources we are not seeking a perfect solution in a very short time. Cost is the constraint and not the feature. I will you the password of my mySQL, and other password for my servers to upload the final version. The final output would be a page where containers can be put and seen on the page. In your proposal point out the libraries you are going to use, you dont need to create 3D design from scratch.
