Basic CMS to include back-end encryption for submitted files

I need a simple, professional website designer/programmer who is able to do the following: Design a basic front end website consisting of 3-5 pages with payment ability. This will include a simple back-end content management system. Here is the purpose of the CMS: a. User chooses to register with the website, enters personal information and purchases service with merchant account. Account signup is to include a RECAPTCHA. (no shopping cart) Simple one click purchase. User gets an email asking for confirmation of account creation and verifies through email link. (Basic stuff) b. Once payment is received and confirmed, user will be able to log into account and is greeted with account page that has additional fields that will need to be filled out. d. Once the user fills out all required fields and hits submit, the data in the form fields is to be encrypted and converted into a single file (CSV) that is stored in a separate database that only the admin will have access to. That file is linked to the user account. User can log into account anytime, update the information in the form fields, hit submit and the information will be encrypted and overwrite the old file. Notes: - The website will have a Less is More theme. Nothing complicated fancy, etc. Just simple and basic. I will provide examples of other sites that have the same idea. - I will edit the text for the website at a later date. You can use generic text for the initial design. - A separate Admin console would be necessary to manage various admin tasks like backup of CSV database, add/edit/delete user accounts, decrypt CSV file, look up statistics, etc. - Logo for website will be provided so the front end site will need to be similar to the logo color theme. - We need to be able to contact you via phone to talk about the project once it has started. This will include discussion of which method of encryption/decryption will be used on the back-end. - Please include references of similar projects in your bid. - The project should be finished within a reasonable time (10-14 days) after your bid has won. PLEASE: Only place your bid if you are experienced, know how to design websites with a simple Web 2.0 two or three color theme and if you are a reliable provider. I will pay once the project has been finished 100%, or via escrow system. If I feel that you are a reliable and professional supplier, I would be glad to hire you again or for a permanent position in the near future involving this project.
