Howdy partner! On restart Windows server asks you to provide on reason for doing it and then records it in system event log. Ansible can do it but it's not so much different than a simple script in PowerShell or even batch cmd one. With ansible you most likely need python installed as well. I can help you with both but since is only a few lines of code 200$ sound fine but it's a bit much for only a few lines. Can even help you with a few other tasks in case you need...
