SQL Gui Utility to Rotate data in tables.

NEED A SIMPLE PROGRAM WRITTEN TO RUN ON MY SQL SERVER TO ROTATE/RANDOMIZE AN ENTRY. I have a table that has a column that points to a another record in another table via a GUID formated unique identifier. For an example, The FILTER table has a column that refers to a specific TEMPLATE. Currently only one TEMPLATE is allowed per FILTER. I have multiple templates created, and need to rotate them through on a timed duration. for instance, every 60 minutes, the filter gets updated with a different templateID. 9:00, Template #1, 10:00 Template #2, 11:00 Template #3, 12:00 (if no more templates), Template #1, etc. Would prefer a gui interface that will allow me to select a filter, and then have a list of all templates available and check the ones that I need rotated. An additional table would need to be created with the following: FILTER-ID, TEMPLATE-ID FILTER#1, TEMPLATE #1 FILTER#1, TEMPLATE #2 FILTER#1, TEMPLATE #3 FILTER#2, TEMPLATE #4 FILTER#3, TEMPLATE #5 FILTER#3, TEMPLATE #6 I do this manually now by going into sql enterprise manager and copying the GUID of the next template I want to use into the field in the FILTER. Running on SQL 7.0 and SQL 2000. Source for project to be provide upon final payment. Prefer to be written in c# if possible.
