I can do your work i got my windows 8 and double-built-in webcam ready. I am a C++ expert i will do it in C++. Please confirm me to start. I know direct show also. As per my understanding you want monitor the vedios and images being scanned through your webcam. We can do it in windows C++ and visual studio addin with Qt-5.2 for windows. This is a rich tool enables to work with webcam and sync with images and vedios. Qt's phonon module has all the features that will solve your problem.
