TeamViewer Support do implement a Simple 1Hz LED blink with ALTERA

This is my first project with Altera FPGA (my partner was the expert but he isn't in the company anymore). I need a simple 1Hz LED blinker to understand the concept of clock, ALTPLL, and HDL block. I have a development board - attached, and I want do see the implementation using TeamViewer.
