Facebook Connect App to capture e-mails address and work like a gate to a contest

We need someone to develop a Facebook Connection App to capture user's e-mails. We will publish a contest inviting our visitors and customers to ask a question. To enable the answer field, these people will have to opt-in through a Facebook Connnect button. After they answer the question, the app have to store user's e-mail and their respective answer in a database. If it doesn't require additional effort, would be good to store user's name also. Our budget is limited so, please, take that in consideration before send your bid. Thanks!
