Modify complex svg files programmatically in database

import an svg file and enable the change of an arbitrary characteristic (starting with fill but not limited to it) inside a defined path or group of paths. Paths are a general term here of the actual path, polyline, polygon, and other svg primitives. that you might expect to find in a map. Map example: [login to view URL]:[login to view URL] Examine Alaska and Hawaii for most complex cases, Virginia and New York for intermediate complexity cases, and Utah and Wyoming for oddball cases. Optional is modifying the divider lines. Success is defined as successfully managing this use case: 1. importing a state list of data, applying a color rule (taken from [login to view URL] ) that assigns data ranges for each color, changing the fill of each region to match the rule, and exporting the changed svg file. 2. being able to do the same thing again, but with a different map. Limitations 1. It is ok if some of this work has to be done by hand. Anticipated hand work would include assigning labels to a particular region that a source map might not have via the use of a text editor. 2. It is ok if some of this work has to be done by a graphics program. Anticipated graphics program work would be modifying regions that were malformed in an imported map. Final note: I tried to do this myself and am including the partial solution. You can build on this or start from scratch, your preference.
