Build a responsive database website with email functionality

This project is sketched out in the attached pictures. It is a dynamic website, which must be as accessible on a phone as a desktop. The website allows for the configuration of equipment by choosing from dropdown menus (all the spreadsheets are supplied). The first choice, sets which databases are used to complete the configuration! I have attached Chair Type, with this choice, the corresponding database must appear in the next dropdown window to continue configuring correctly. The configuration is choosing 6 or more configurable parts, which contain the: 1, Description, 2, Price, Justification. The Description and Price are used to generated the quotation in a quote template. The Quote is given a unique identifying code The justification is used to write the notes after the price. Once the quote has been saved, it can be emailed to the client, by clicking the button SEND. The Quote then moves to 'Awaiting Order', when the order is received, the quote needs to be emailed again, and the quote moves to Invoicing. etc The Rentals are much simpler to build - the spreadsheets are attached. The website, must have different user levels, I need to be able to edit and change the databases, and restrict the access for other users. It must be password protected and secure. It must store the quotes etc securely. It must be modular, as more parts will be required moving forward. All the data must be stored, as other display options will be considered going forward.
