Search Engine Website Design

I am looking to build a search engine that will be very niche to a specific industry of review websites. It should have a crawler or we can use a separate scraping tool/software to get the data. Specific review sites will be crawled and information about the business will be displayed on the website when searching for the business name. Here is more detailed requirements: 1- I would prefer Wordpress platform or existing CMS such as Joomla or Drupal. 2- I am open to using existing search technologies or plugins, but a custom built search engine is also OK. If existing platform, I would rather it is a one-time payment rather than monthly subscription. But let me know what the options are. 3- There will be a minimum of 50 to maximum of 200 sites to be spidered. Each site have thousands of pages and records. We may possibly have over 1 million pages or records to index. Search engine will have to be able to support over 1 Million records, possibly up to 5 million. 4- For the spidering or scraping part, we may need several IP's or proxies so not to get blocked. I do have someone that specializes in scraping, so if you want to skip the scraping part, you can provide a quote just for the site design and search engine part. 5- Search engine can display results like Google, but I would like 4 lines of excerpt. 6- I would like separate quote to display Thumbnail pictures in search results. If relevant picture exists on page, it needs to be spidered and saved as thumbnail to be displayed. 7- Creation of tag pages. I would like to be able to create tag pages, which will display search results for those tags. This should be a manual step, but can also be auto created. hence, we have the option to create a tag page for any keyword, but we could also have some auto generated tag pages. Main purpose of this is to feed search engines data for indexing. 8- With your quote, provide me hardware and server requirements that you think would be needed to handle 1 million plus records. If you have examples of similar work you have done before, it will be a huge plus, so provide your examples. I can give you list of review sites to interested parties. I may have you sign an NDA first.
