I need a good HTML CSS programmer who understands tables and CSS well. Attached is an existing HTML/CSS page that has a table with a scroll function that allows the user to scroll horizontally and vertically when the table goes over the screen size, keeping the 'locked' cells stationary while moving the other cells behind the locked cells (it looks good with a style sheet, which I have not included). This works in IE 5,6,7,8 and 9. Please test in in one of these versions to see the desired function (by reducing the browser size). I would like the attached HTML page to be modified so that it functions the same way in all new browsers, especially IE 10+, FF and Safari, as it does not. I would prefer to use HTML and CSS only (so you can modify the existing page and test in all browsers). I am happy to consider Javascript/JS solutions as well, if necessary. Budget is only small as this should not take long.
