"URGENT" jQuery Person

Go to this site: [login to view URL] and after complete website loading scroll down a bit you will notice some bubbles around left, right centre as we keep scrolling down, you will notice that its giving a very smooth scroll effect even though scroll is fix, but those bubbles are giving a very small movement when we stop scrolling, and we keep scrolling it keep giving us that smooth animation effect i want that effect with my design i created in illustrator! design is very small its just a simple lines background! this should completed asap!, i will contact quickly for right person i can increase few bucks
