Create the foundation for a dynamically formatted website (content from SQL Server db)

I’m looking for support with the development of a new asp.net based website. Specifically the project I’m posting now should deliver the following as a Microsoft Visual Studio project/website: 1. Language infrastructure “Infrastructure” for selecting a country/language, and switching to the selected language. See [login to view URL] for an example. A “pop-up” panel with all available countries driven from a database. The table Countries will have the fields RegionDisplayOrder, Region, Country, Language, Flag. The countries will have to be grouped by region, for which the RegionDisplayOrder field is available, and within region alphabetically by Country and Language. The Flag field holds the name of the bitmap used to display the flag next to the country name. The selected country and option to select another should be displayed at the top of each page. The selected setting should be saved in a cookie. A standard warning of the use of cookies should be displayed. The selected country and language should be kept in variables, as they have to be used for the dynamic formatting of the pages. 2. Standard page One sample page where the content is dynamically retrieved from the Content table in a database. I envision each page having 2 or 3 panels whose content is set at page load. The page and panels will have to be uniquely coded, so that the relevant content can be retrieved based on those codes and the selected language. If no content is found, the panel should not be displayed. The table in the database will have the fields Language, Page-code, Panel-code, and Content. The content will be in HTML-format, so that no further formatting of the panel will have to be done once the content is set. 3. Override page One sample page where the content is (partly) retrieved from an “override” table. When looking for the content, the page load code should first check the ContentOverride table in a database to see if there is a record for the Country/Language/Page/Panel combination. If there is, that content should be displayed. If there isn’t, the content should be loaded for the Language/Page/Panel combination from the Content table. Technical requirements: ASP.Net 4.5 MS SQL Server 2008 Sample data will be provided.
