Extract data from HTML tables into an Excel spreadsheet

I have a downloaded copy of a website that consists of a series of three-column tables. The site's URL can be found in the attached [login to view URL] file. I need the data in these tables parsed into spreadsheet format. Each row represents a place. The three columns are ID (first column), Name (second column), and Center (third column). Clicking on a place's ID number or name takes you to a new table that contains the set of places subordinate to the one you clicked. You can then click on each of those places to see their subordinates, and so on. My goal is to create a spreadsheet that contains the data from all of these tables. I also need a fourth column in the spreadsheet for Parent ID -- that will be the ID number of the place from the level above (the one you'd click to get to it). For example, starting on the URL in the [login to view URL] file, if you click on the first entry (01000000000), the three places on the next page would each have a parent ID of 01000000000. You can see an example of what this should look like in the attached sample.xlsx. So, what I need is a program to recursively browse through the folder where I've saved the HTML, and create the spreadsheet from the data.
