Custom Toolbar for our rewards website

This project is for a rewards based website- we would like to have a custom toolbar in which users can download and we can control what content shows on the toolbar. We would need an admin to control this as we would like it to change often. Our plan is to offer them different rewards each day. We would also like to be able to integrate this with a search feed so we would get credit if they performed a search and clicked on paid ads.
