A Peer-to-Peer Android App To Help Find Missing People

I am looking for an Android developer to help me create an app concept that I started working on myself, but I have realized my limitations and need someone who can do the coding while I provide the graphics and general design. A general concept of the app: It will use peer-to-peer (hybrid) to share specific data about missing persons in a torrent-daemon fashion between users that download the app (peer software) and can be updated with details by the user if they choose to get involved in the search. All the usual additions (registration, signing in/out, profile editing, etc) are also necessary. Some ideas on creating a base server to monitor these torrents would be excellent as well. From my initial research, some JXTA for Peer-to-Peer mobile applications might be involved, but I am open to hearing solutions to provide a secure P2P environment that does nothing more than share text data a few pictures in a controlled process. I've attached the application document (pdf) which, of course, is incomplete. It overviews what I'm looking for in better detail. Whomever works on this project will receive full credit for the Android development in credits, on app and everywhere associated with it. Considered a non-profit app, when completed, this app would be delivered for free on Google Play HOWEVER, in order to finance continued progression of the application, I do want to have ongoing advertisements in the app. Space allocated for that and information on how to get that arranged would be fabulous. I am willing to discuss an ongoing payment structure with the same coder should this advertising work out.
