Need Project Done Around and Close to a Budget of US$ 250

I currently have a site somewhat similar to meetup.com. In many ways, it is quite close to [login to view URL] in terms of similarities of the functions. But there is a deficiency or gap in some places now. Please refer to the notepad text file below for 24 needed fixes to my site's deficiencies or implement additional functions. Screenshots 1-24 are also indicated below, to match with the descriptions in the notepad text file called "24 Fixes to Site Deficiencies to Emulate Meetup More Closely", of the tasks needed to be performed now. Finally, I need the project done around and Close to a Budget of US$ 250, or if not then a little ++ from there.
