.NET Tool to merge CSV based data into XLS

The objective is to create an ASP.NET application in C# that will do the following: Allow the user to select a couple of files as input. 1) CSV with dial codes ([login to view URL]) 2) CSV with rates (based on destination name) 3) CSV with comments (based on dial code) 4) CSV with ASR and ACD info (based on destination name) The application shall merge the the rates into the dial codes list, add the comments, ACD and ASR columns and finally allow the user to either directly download the generated XLS (see [login to view URL]) and/or to send it as email. The final XLS shall include the same order of sheets as the "[login to view URL]" file (incl. the first sheet called "INFO"). The objective is to create an application that performs this operation FAST. And by fast I mean it should take a recent server not more than a couple of seconds to perform the operation. I want to be able to test this app on a server of YOUR choice. So you will NOT be able to test this on my server. Let me know if you have any further questions.
