15781 Community Website

I'm looking to create a website for my local community. I will host on a windows 2003 server. Site must allow "members" to securely login and manage their "page". Each member will have an individual page and the site should also inlcude: 1. Forum 2. Photo Gallery with upload/delete/private/public functionality 3. Instant Message/real time communication/chat section 4. Private communications between members 5. Classified ad section 6. Calendar (up coming events highlighted) 7. Conduct polls and surveys 8. Bulletin board 9. Send reminders for events If this can be done using Joomla or any other free CMS, just let me know. You can still do all the work setting this up and populating the content.
