Simple data conversion php or asp script

Hi Developers, I have this very small data conversion project. I want to convert from this[GIFT Format]: (In my post, it is wrapping but it would be in each line. I need you to provide me that script as local tool that I can run on my PC or script I can run on my website e.g. php or asp (I can upload the source on my website where I can run the php script that converts the data). I can change script to the source file anytime I need conversion, so no fancy forms, etc required. I should be able to change the source as per my need. Let me know... I am attaching sample files.
