2 Small php to C function converions

I just need someone to code something that does what empty() does for PHP and what splice_array() (also for PHP) into 2 C functions. I have been converting a php page to C and I am having trouble with only these 2 functions. All I need is to check for empty arrays and then to splice some of them. here is the full C Code (Notice the empty() and the splice_array() are commented out.)
