mockup webshop

Can you mockup the layout of a webshop and give it an attractive design? It needs a dramatical graphical changement. Some PHP/mysql knowledge is also a must because I need a place where Store information can be made visible: textual informations to customer about: warranty, manufacturers info, prodecures for RMA and some other TEXT stuff. I prefer a (one) coder who is allround in coding and grahpics and who also like to thinks with me and make advises to improve my new webshop.
