37011 Create a database with admin

We have a personal speech/song writers page. Customer ask for different speeches/songs at our homepag. Then we must get people to write this speeches/songs. We need a database to take control of this flow of question and finish work. This database must be for us with admin panel, and every speech/song writers must have their own view. We must have different ways of sending e-mail to admin and speech/song writers. We have a MYSql database aviable. Before you read further. If you want this project, you must understand what I asking for. I want a programmer that see things I don't have remember when I tried to spesify my needs. I want a nice design that I, administration and the writers would like. I would choose programmers that have experience of kind of work like this with template, language files and see fields I need for this database. I mark for all day. Tuesday.. .. Sunday A short text about the writer. When customer order at us, we must have some rules what to do: 1)We in administration get an e-mail 2)If we are in holiday, we must send mail to other writers in the right group (speech or song). Here we must have some choice. We can get a list of every writers in the group and send to the writers after %. Example. X get 70% of the orders and Y get 30% of the speeches. If we use this, we must could add the % in some kind of way. 3)We send and email to all wirters in the right group, and the first one that take it on an admin panel get the job. The work are then not aviable for the other writers. When we in administration get an order we must do this with it (if we not are in holiday and put on other rules) We must send an email to one speechwriter. We must get up aviable speechwriters for the right group: speech or song writer. Then send. The customer must get an email with some field of the order: Not adress, zip and place, phone or email. They must first accept the speech/song on our website and accept the speech. Then they get an overview of all details. They must have a overview of all their speech who is not finish. They can click on it and see all information. Every case must have some status field. New, Have talked to customer, done. It must also have a field they can click on that say if the customer is satisfied and the date for satisfied. They must have a comment field for every case. And one field for where they can add the speech or song. Maybe just a paste field. In admin panel, we must have a overview over all speech/song writers. How many speech/song they work on. I must could see every project they work on. Every order have an order number. If we get information from a writer that he/she is ill and cant take the mission, we must could set it aviable again and choose another writer. We must also could give a comment field in the order over what have happened. We also need in the admin panel how many finish we have. I want to see them until I have accept that we have get the payment of the customer. That mean that we need some more information about the customer. A field for when they accept the speech/song and one for payment and date. When a writer click that customer has accept the speech/song, we must get an email. Then we get information about the case with information. Then we go into the case. In the case we (in administration) can click on send bill button. Then customer get informations about the payment. Every email to us, customer writers must be in themplate and must could have all field in it. AND: Every field here must be easy to change to my language. I live in Norway and must have help of you to do this or you can make a language file. I must also could add inn order manually instead of the webform. Or what i mean. It must be easy to add/remove fields etc. in the database. I must say it again. Here there is a lot of fields and functions. You who choose this project must see my need.
